TSC, KUPPET Six-day Joint Meeting Gives the Following

During a six-day joint conference, the Teachers Service Commission (TSC) and the Kenya Union of Post-Primary Education Teachers (KUPPET) have been discussing issues that impact the teaching profession.

During the media briefing, the KUPPET National Executive Committee announced several agreements reached during the meeting.

The commission and the teachers’ representatives convened for six days at Sawela Lodge in Naivasha.

The union reached a consensus on important issues during this conference, agreeing that nearly 30,000 teachers would receive promotions.

The two parties also decided that in order to alleviate the present teacher shortage in junior secondary schools (JSS), the government would hire an additional 20,000 teachers in the 2024–2025 fiscal year.

In a statement to the media, KUPPET National Chairman Milemba Omboko said that 30,000 of the 50,000 instructors who had been inactive for years will receive benefits in the upcoming fiscal year 2024–2025.

The union also noted that most instructors had not received promotions since 2017. They added that at the Naivasha conference, it was decided that the issue would be settled beginning in June of this year.

Milemba went on to say that in order to address the current issue in JSS across the nation, a total of Sh4 billion would be needed for the employment of the additional 20,000 teachers.

Furthermore, it was disclosed by KUPPET union secretary general Akelo Misori that 2,000 of the 20,000 new intern instructors hired by JSS would be sent to ASAL regions.

Misori continued, “TSC decided that all 26,000 intern teachers who were hired on contractual terms in 2023 would be converted to permanent and pensionable terms as of January 2025.”

Misori went on to say that TSC had at last agreed to take up the union’s demand to examine the Career Progression Guidelines, which had been a significant barrier to teacher advancement for a number of years.

During this meeting, TSC also reached an agreement with KUPPET to create new professional guidelines with input from educators and other stakeholders.
