The administration of the exams had issues, according to a National Assembly  committee that looked into claims of anomalies in the 2022 Kenya Certificate of  Secondary Education (KCSE). The outcomes, however, did not dramatically differ from earlier iterations.

The Kenya National Examination Council’s (KNEC) guidelines were not regularly  followed, according to the committee’s assessment. As a result of new developments, notably technological advancements, it also  emphasizes how ineffectual current guidelines are at avoiding exam malpractice  because they are out of date.

To prevent potential offenders, the paper suggests changing the consequences for  cheating. The marking procedure for exams was also questioned by MPs, who expressed  doubts about the reliability of examiners, grading schemes, the distribution of  marks, and the moderation procedure. They expressed skepticism regarding the openness of the marking centers’  operations.

The report emphasizes that examiners had to put in a lot of overtime, which had a  bad effect on their productivity. Their housing was characterized as inadequate and demoralizing, and their  compensation didn’t arrive for nine months after the exercise’s conclusion.

The Committee criticized KNEC for failing to conduct periodic independent audits, which are crucial for continuous improvement and quality assurance. The committee recommends that the government provide the Ministry of Education and school boards with adequate funding for infrastructure upgrades, including the installation of closed-circuit television with artificial intelligence in all testing facilities.

Additionally, it suggests that extra funds be given to KNEC in order to support its operations and activities, such as paying examiners, delivering exam materials, and giving them decent accommodation.
