TSC’s 2023 recruitment notice The official rules for hiring teachers on permanent and pensionable terms for the academic year 2023–2024 were released by TSC today.This is in accordance with allegations that it intends to hire instructors on a permanent basis after recently hiring 20,000 intern teachers.

For the institution/Counties where a vacancy(ies) has been declared, applicants must submit their applications to the Secretary, Teachers Service Commission online via teachersonline.go.ke.A copy of each applicant’s academic and professional certifications as well as any additional pertinent documents will need to be uploaded.

According to the Public Officer Ethics Act and the TSC Code of Conduct and Ethics (CoCE, 2015), the Selection Panel must act with the utmost integrity and accountability.Before the selection process begins, the TSC Regional Directors must appoint TSC County Directors in their respective regions, who must then appoint members of the Selection Panels involved in the recruitment process on the pertinent provisions of the Act and the Code of Regulations for Teachers (CORT, 2015).

The TSC County Director and the TSC Sub-County Directors MUST make sure that the hiring procedure strictly adheres to the protocols established by the Ministry of Health for COVID- 19 pandemic containment.The locations of the selection process MUST be accessible to candidates with disabilities, and TSC Sub-County Directors MUST coordinate this with their respective TSC County Directors.According to Section 23(1) of the instructors Service Commission Act of 2012, all applicants MUST be certified instructors. Candidates who have not properly registered will not be given consideration for employment.

To avoid hiring unregistered/deregistered teachers or ineligible applicants, TSC Sub-County Directors MUST validate the online registration status of the applicants during the shortlisting stage.Affidavits sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya must be presented by applicants whose names change between academic and professional diplomas and/or identification cards to explain the name discrepancy.Candidates who retake the KCPE or KCSE test (or its equivalent) MUST provide certified copies of the relevant national examination(s) certificate(s) for each attempt.

The TSC County Director must share the lists with the TSC Sub-County Directors after the system generates the applicants’ list, and they will then call the Sub-County Selection Panel(s).Before shortlisting a maximum of five (5) applicants for each advertised position, the TSC Selection Panel(s) shall verify the applicants’ professional, academic, and any other necessary documentation.The TSC County Director must communicate the applicant lists with the TSC Sub-County Directors after they are created.The SubCounty Selection Panel(s) will be assembled by the TSC Sub-County Directors.The interview locations, dates, and times will be determined by the selection panel(s), and will be communicated to TSC Headquarters for confirmation before being posted on the TSC Website.Each applicant will receive an invitation to check their documents.

The applicants shall be informed of the interview venue, date and time through the publishing on the TSC Website at least seven (7) day from the date of publishing.Upon invitation for interview, applicants shall be required to present originals and clear photocopies of the following documents:

National identification card

Certificate of Registration as a teacher

Diploma/Degree certificate and official transcripts

KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams)

KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams)

Primary and Secondary School leaving certificates and other relevant testimonials;National Council of Persons with Disabilities (NCPWD) Card (where applicable)

An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names

Letter of certification of results by KNEC (where applicable).

Persons with disabilities shall be required to indicate their disability status together with the nature of disabilities to inform their placement

The Commission shall ensure that 5% of all the advertised slots are reserved for the recruitment of teachers with disabilities in accordance to the provisions of Constitution and the Law.

In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:

Length of Stay since graduation

N/B: If applicants tie at aggregate grades, subject grades shall be considered

The TSC County Director shall provide to the Commission the names of interviewed applicants ranked in order of performance in the selection process for each vacancy (Appendix iii), along with successful applicants’ recruiting documentation.Candidates who have never worked for the Teachers Service Commission will be given preference.Additionally, candidates from the corresponding SubCounties/Counties will receive preference.Any employment application submitted or employment offer made based on false information given by the applicant will be revoked immediately and without further mention of them.

The TSC Sub-County Director will create Sub-County Merit Lists during the interview.The Merit List shall be used in any subsequent hiring procedures for a comparable position in the Sub-County during the fiscal year or as otherwise instructed by the Commission.The Sub-County Merit Lists must be sent to the TSC County Director by the TSC-Sub-County Director.County Merit Lists must be compiled by the TSC County Director. Within the fiscal year or as the Commission may instruct, this data bank will be used to find teachers for the county.
