Ruto re-appoints Ekwee Ethuro as chair of the HELB
Ekwee Ethuro, a former Senate speaker, has been reappointed by President William Ruto to serve as the chair of the Higher Education Loans Board (HELB).
Ruto appointed Ethuro for a five-year term beginning on September 19, 2023, in a Gazette Notice on Friday.
After the initial election held in accordance with the 2010 Constitution, Ethuro became the first Senate speaker. He was a personal friend and supporter of Ruto. He belonged to the TNA-Jubilee Alliance coalition after the URP party joined with it.
In part, the Gazette Notice stated that “William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoints Ekwee Ethuro to be the Chairperson of the Higher Education Loans Board, for a period of five (5) years, with effect from the 19th September, 2023.”
Former President Uhuru Kenyatta first appointed Ethuro in 2018, a year after failing to win the governor of Turkana election.
Ethuro had executive positions in the commercial sector and non-profit organizations before entering politics.
Ethuro is in charge of leading and directing the Board as HELB’s Chair . In order for it to fulfill its legal requirements. Ethuro has the authority to preside over all board meetings and make sure that the Board’s business is performed fairly and effectively under Section 4 (1) (a) of the Higher Education Loans Board Act.
He is also accountable for assisting and guiding the CEO and other Board members. The Higher Education Loans Board is now collaborating with other organizations to put the new University Funding model into practice.
Both students and universities are anticipated to gain from the new university funding arrangement. Although the new model is still being implemented, HELB observed that it has the potential to alter how higher education is financed in Kenya.
