TSC Payroll Changes Take Effect; Check It Out

The Teachers Service Commission (TSC) has implemented a substantial adjustment that affects everyone engaged. TSC CEO Dr. Nancy Macharia released a circular describing this shift, which introduces the Unified Payroll Number (UPN), with the goal of revolutionizing how teachers are paid.This shift toward UPN implementation corresponds to orders made by the Head of the Public Service last year. It is part of the National Government’s larger endeavor to modernize its human resources system, which was accomplished with the adoption of the Unified Human Resource System (UHR).

This decision has been extended by the Head of the Public Service to all Public Service entities, ushering in an era of integrated and streamlined HR operations.

The new UHR system will function as a consolidated repository for all human resources data in the public sector, including payroll information. This program aims to improve overall efficiency by streamlining activities. It was inspired by suggestions made in the 2015 CARPS Report, which advocated for the establishment of the Unified Human Resource and Payroll Generating System (UHR and IJPN) for the public sector.

Each public employee must be granted a unique and permanent identification number under the new Allocation System for Unified Payroll Numbers (UPN). The Teachers Service Commission has agreed to assign a unique UPN number to all of its payroll members, including instructors, beginning in March 2023.

A teacher’s Pay Slip or Teacher’s Payroll in the most recent T-Pay System will now feature a unique combination of identifiers, including both a TSC/Employment number and the newly introduced UPN number.
