TSC Releases a Team of Officers To Check On Teachers In Schools

A team of officers from the Teachers Service Commission (TSC) has been  dispatched to visit schools and assess teachers’ work performance, among other  things. In order to assess the caliber of teachers’ work, a team composed of TSC Quality  Assurance and Standard Officers (QASO), TSC County, and TSC Sub County offices  will visit various schools.

Additionally, TSC will monitor the head teachers participating in the Teacher Induction Mentorship and Coaching (TIMEC) program. The Commission previously said the mentorship and coaching programme will improve teacher performance on their jobs.

The TIMEC is a structured teacher support programme aimed at embracing preventive measures in managing teacher professional conduct and performance.

TSC has developed the TIMEC programme as part of a broader strategy to develop teachers’ professional ethics and practices.The programme aims at building teachers competences and skills as well as knowledge on laws, regulations, policies, procedures, values and norms, governing the teaching profession.

The team from the Commission will also check on teachers preparedness and class attendance which include on whether teachers are preparing schemes of work and lesson plans, marking attendance registers and learners work as well as preparing teaching aids.

They will also conduct class lesson observations to assess the teaching quality of the teachers.TSC CEO Nancy Macharia said field services are very key in the implementation of Teacher Performance Appraisal and Development.

This comes after many deputy headteachers were elevated to the position of Curriculum Support Officer (CSO). Macharia stated in her submission to the Education Committee that the services are crucial for the supervision and execution of Performance Contracts, as mandated by TSC Act 2012 section 11(c).

According to Macharia, “they are crucial to the prompt resolution of pending disciplinary cases and the application of teaching standards.”

Additionally, TSC will monitor how the Teacher Performance and Appraisal Development (TPAD) is being implemented.TSC can assess instructors’ performance in accordance with the agency’s established standards thanks to the TPAD system 2 mechanism.

The primary goal of the system, which went into effect in 2016, was to raise student  academic attainment by enhancing teacher effectiveness. Seven teaching standards—professional knowledge and application, time management, originality and  creativity in teaching, learner protection, safety, discipline and teacher behavior,  and promotion of co-curricular activities—are used by TPAD to evaluate the caliber and efficacy of teachers.
