Kisii Deputy Governor Impeached

Robert Monda, the deputy governor of Kisii, was impeached on Thursday, February 29. 53 members of the County Assembly (MCAs) voted in favor of his removal from office, fulfilling their vow to harass him out of office.

The impeachment motion against Monda was based on allegations of bribery and misuse of power, among other things.The 15 votes against the motion claimed that the impeachment plot was unjust and that it lacked democracy in its conception and execution.

Ichuni MCA Wycliffe Siocha filed an impeachment motion against him, accusing him of graft, charges which he denied while appearing before the Assembly on Thursday morning. At the centre of his ouster, was a claim that the DG had received a bribe to influence the employment of a youth in the county office.

Monda claimed that the money the youth’s father gave him was repayment for a  loan he had given him, even though there were indications of bank statement  transactions and mobile money transactions. The Deputy Governor defended himself by saying that the Ksh500,000 that was sent  to him was for a transaction they had completed with the youth’s father, a friend of  the family. “They had visited me in my house and later, I and the father withdrew to talk issues  as friends when I asked if he could refund the money, I had extended to him, he  obliged,” Monda said. After some of the funds were purportedly transferred to the Gusii Water and  Sanitation Company’s managing director, Mondi further denied having any influence  over personnel decisions made there.

Representing the Deputy Governor, Katwa Kigen, a city attorney, was dismayed on Tuesday when the court turned down his request to stay the impeachment.”I, Katwa Kigen, do certify that the application is of utmost urgency as the petitioner is at the peril of irreparable injury of being subjected to a process of impeachment,” according to the court papers.
