Promoted Teachers to Replace Teachers in Acting Capacity by TSC
Teachers who are now operating in administrative capacities but have not been officially promoted will be replaced by the Teachers Service Commission (TSC). As a result of this change, teachers serving in the capacities of senior teachers, senior masters, deputy headteachers, deputy principals, headteachers, and principals who do not receive approval for promotion will forfeit their acting roles.
In September of the previous year, the Commission had already released an advertisement for 36,505 promotion spots. A full list comprising 724 pages was then published, highlighting the successful candidates. Through the individual county directors, TSC has started sending promotion letters to these qualified candidates.
The Commission promoted many deputy headteachers to serve as headteachers and principals at a variety of primary and secondary schools between January and March of this year. This happened against a backdrop of notable headteacher and principle retirements. TSC instructed county and sub-county directors to avoid any personnel voids in an effort to maintain consistency and stability in the school system.
The promotion process involved rigorous interviews conducted in December and January for primary and post-primary school teachers, respectively. Approximately 150,000 teachers were shortlisted for these interviews. Subsequently, TSC will dispatch promotional letters to all 36,505 successful candidates, who will then be required to furnish five Chapter six documents, as mandated by the Kenyan Constitution on ‘Leadership and Integrity’.
These mandatory documents include:
1. Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
2. Clearance Certificate from the Higher Education Loans Board (HELB)
3. Tax Compliance Certificate from Kenya Revenue Authority (KRA)
4. Clearance from Ethics and Anti-Corruption Commission (EACC)
5. Clearance Certificate from an approved Credit Reference Bureau (CRB)
According to TSC, people who get promoted to headteacher and deputy roles can end up working at schools outside of their existing subcounties. On the other hand, those who are promoted to senior teaching positions are probably going to work in schools in their existing sub-counties that have openings. On the other hand, candidates who are promoted through confirmation usually stay in the schools where they have been performing for a while.
Teachers who did not receive a promotion will receive regret letters from TSC, which will serve as proof that they attended the interview.
