CS Machogu to Approve Extra School Fees
The administration has announced plans to enact stringent laws governing the implementation of additional school fees, entrance exams, and grade-level transfers.Four significant changes that would be implemented in schools are highlighted by our analysis of the proposed Basic Education Bill, 2024.
School Fees
If the measures are approved, no public school will be able to impose new fees without the Cabinet Secretary’s consent. However, in the event that the extra fees are authorized, no student would be denied access to lessons in the event that their parents are unable to make the payment.
“A person or institution that collects any charges shall issue an official receipt.”A person who contravenes the provisions of this section commits an offence and is liable on conviction to a fine not exceeding Ksh1 million or to imprisonment for a period not exceeding three years or to both,” the government proposed.
Admission Test
The new plans call for the elimination of admission exams, which are frequently administered in public schools during school transfers. According to the bill, no student should take a test before to enrolling in the school.Only public schools will be covered by this rule.
Personal Effects
Furthermore, parents won’t be able to tell school administrators where to purchase uniforms or other personal goods for their children. In the past, administrators have been charged for collaborating with companies to increase profits at the price of providing parents with choices.
“It shall be the responsibility of the parent or guardian to provide a learner with personal effects to facilitate learning in school. Institutional administrators shall not restrict a parent or guardian on the place to procure or purchase personal effects.
“The Cabinet Secretary shall, in consultation with relevant stakeholders develop regulations for the better carrying out of this
provision,” read the regulations in part.
Transitioning
Moreover, students will not be required to retake courses in light of their academic standing.”No public school shall administer or cause a person to administer any test related to admission of a child to a public school,” the administration had suggested.
