Breakdown of Kenya’s New Social Health Insurance

The Ministry of Health said on Monday, February 26, that the Social Health Insurance Fund (SHIF) deductions would be extended from March to July of 2024.According to Nakhumicha, the registration drive will end on June 30 and members will start receiving benefits in the 2024–2025 fiscal year.

The Health CS stated that all pertinent parties had been contacted before disclosing the revised deduction timeframe and that the paper will be sent to the Attorney General for gazetement.Additionally, the administration unveiled plans to improve the effectiveness of the projected Social Health Insurance Fund (SHIF) by utilizing artificial intelligence (AI).

The initiative aims to equip SHIF with real-time data on these activities, ensuring timely detection of loopholes previously exploited by unscrupulous individuals for fraudulent activities.

For those who had already registered for NHIF:

Individuals registered under the previous National Health Insurance Fund (NHIF) are required to re-register with the new Fund within 90 days from its effective date.

Current NHIF cards will remain valid until December 2024, as revealed by National Assembly Health Committee Chairperson Dr. Robert Pukose.

For parents

Beginning on March 1, the Ministry of Health has ordered that all 7-year-olds register for the Social Health Insurance Fund (SHIF) within 90 days.

For the Salaried and for those who are unemployed:

Employees in Kenya will have 2.75 percent of their gross monthly wage withheld  under the new health insurance fund. However, those who do not receive a salary will be required to contribute 2.75  percent of their family income each year, as assessed by a means-test conducted by the Ministry of Health. The monthly payment, however, must not be less than Ksh300.

For Couples:

Couples will no longer be required to provide their marriage certificates during registration into the new Social Health Insurance Fund (SHIF), following a review by the Ministry of Health.

Nonetheless, the government has provided justification for its decision to charge  polygamous families more for insurance. “It is appropriate for each spouse to provide an additional payment in the spirit of  equality and justice. The Public Health PS clarified that the family income includes the combined income  of all spouses. These suggestions are made in view of the most recent government timetable that  outlines the new health insurance registration process, which is set to start on  Friday, March 1. Nevertheless, the Ministry has not yet released explicit instructions for the exercise.
