On Wednesday, January 3, President William Ruto yielded to the demand of Azimio Leader Raila Odinga to provide cash for school capitation. According to a statement from Hussein Mohammed, the spokesperson for the State House, the National Treasury has disbursed Ksh31.34 billion in anticipation of the start of classes next week.
Ksh4.74 billion of the total sum was disbursed to the State Department for Basic Education towards the facilitation of free primary education for Term 1.Additionally, the State Department was further given Ksh7.6 billion as capitation for Junior Secondary Schools (JSS).
Hussein Mohammed clarified that the remaining funds would be used for free day secondary education (Ksh16.2 billion) and school examinations and invigilation costs (Ksh2.8 billion). Raila claimed in his statement on Tuesday that Ruto was using deception to run the education sector, stating that Ksh18 billion was the total amount owing to schools for the Financial Year 2022–2023.
“As schools await opening head teachers are struggling to meet the basic resourcing needs of their schools,” Raila had said. Raila went on to say that Ruto had misled parents by saying that the Kenya Kwanza government had improved capitation for all students and boosted funding to the education system.”
All of the money owed to the schools must be released by the government. Raila issued an ultimatum, saying, “It must also release capitation at the approved rate of Ksh22,244 per child for the financial year 2023/2024.” “We call on school boards of management and parent-teacher associations across to step up and demand complete and equal sharing of educational financing. We shall back such requests.”
