HELB Directs Loan Payments to eCitizen
HELB has mandated that all payments be made via the eCitizen platform, in compliance with President William Ruto’s order to combine public services for the purpose of collecting taxes. A note issued in the local dailies announced the change’s immediate adoption. There are four ways that users can pay: the employers portal, the loanee self-service portal, the HELB mobile application, and the USSD code (*642#). Users dial *642#, log in or register, select loan repayment, pick the mobile money provider, enter the amount, and enter their PIN in order to make USSD payments. The payment is confirmed via an SMS from eCitizen.
Using the HELB mobile application involves downloading it from the Play Store, logging in or registering, selecting the pay loan option, confirming the phone number and amount, entering the PIN, and receiving an SMS notification from eCitizen.
On the loanee self-service portal, users log on to eCitizen, access the self-service option through the HELB menu, select loan repayment and make payment, fill in the amount, click pay, confirm the payment, choose the preferred payment option, and follow the prompts. Once the payment is completed, users click Complete.
Employers who wish to use the HELB Employer portal should go to www.helb.co.ke, upload the remittance list, check and confirm the information, print the electronic slip, navigate to the payments menu, choose the remittance record, click “Make Payment,” enter the phone number for the eCitizen notification, click “Process Payment,” select the mode, start the payment, and the record will be updated automatically. In the statements area, employers have the ability to examine updated and paid remittances and produce receipts.
The government’s strategy includes the switch to the eCitizen platform. By December 2024, it is expected to earn Ksh4.2 billion daily, a substantial increase over the Ksh60 million collected each month currently on the platform.
