Ruto to release Ksh300 billion,Council of Governors
President William Ruto is requested by the council of governors to provide Ksh300 billion for duties that were recently transferred to the counties. Following a two-day retreat meeting in Masaai Mara, the governors, led by Chairperson Anne Waiguru (Kirinyaga) and her deputy Ahmed Abdulahi (Wajir), voiced their dissatisfaction on Thursday, stating that the national government was still hosting the festivities.
The Intergovernmental Relations Technical Committee (IGRTC) report, which the governors cited, stated that county operations were impacted by the monies’ delay at the line ministries. On this second day of reflection and realignment, we have decided on our goals and areas of concentration for the upcoming year.
In order for devolution to be successful, the two tiers of government and their respective legislative branches need to fulfill their constitutionally mandated obligations, according to Governor Anne Waiguru.
She also said that if negotiations and other peaceful means of resolving disputes failed, the council would consider asking the court to become involved. “The council has always supported cooperation, consensus-building, and consultation; yet, in cases where there is a deliberate attempt to revert or slow down delegated functions, it may be necessary to take legal action.
It has now been more than ten years. The citizens who have only benefited from partial devolution up to now should now receive full access to devolved functions for efficient service delivery, the speaker continued.
As a result, the governors want the money provided in the supplemental budget to fulfill a commitment Ruto made in August 2023. Within 60 days, the governor promised to supervise the handover of all remaining devolved responsibilities to county administrations. The governors also complained about how the high cost of living was interfering with county operations. They asked the President to devise more strategies to support Kenyans who are struggling to make ends meet.
Ahmed Abdulahi, the governor of Wajir, has requested that the national government call a special meeting of the Intergovernmental Budget and Economic Council (IBEC) to address the issue of living expenses and work toward a solution including both branches of government.
