CLARIFICATION ON REPORTS REGARDING THE MANAGEMENT OF PRE-PRIMARY SCHOOLS
The National Government will now oversee pre-primary schools instead of the County Governments, according to a number of reports that have been brought to the Council’s notice in the local dailies.
Even though the Council is in favor of changes in the education system, it is important to remember that pre-primary school administration is still solely the responsibility of the County Governments.
We are aware of the recommendations made by the Presidential Working Party on Education Reforms; however, their strict implementation must adhere to the guidelines provided by Article 187 of the Constitution, which establishes the parameters for the delegation of authority between the two tiers of government.
The two tiers of government have not yet engaged into any such intergovernmental agreement.
We maintain that the County Governments will continue to completely administer pre-primary schools as specified by the Fourth Schedule of the Constitution until such an agreement is reached with the consent of the parties.
