CS Kindiki Spells Out Rules for Anti-Finance Bill Protests

Kithure Kindiki, the interior cabinet secretary, clarified on Monday that any demonstrators participating in tomorrow’s anti-finance bill demonstrations must abide by the established guidelines.

Kindiki emphasized that no protestor will be permitted to damage or vandalize any property, whether it be private or public, at a news briefing.

“The protestors must remain peaceful and unarmed throughout the assembly and demonstration,” he stated.

He went on to say that property destruction was prohibited by the freedom to picket guaranteed by the Constitution. He went on to say that for concerns of national security, the demonstrators were not allowed to enter certain places.

Protestors are barred from accessing critical areas for the supply of water, power or other social amenities. Also, they should not interfere with public activities.

“They must not interfere with road, rail, sea or air transport in any manner whatsoever. Whatever the matter the rule of law on public order must be obeyed by every person,” he added.

The CS also stated that all protestors will be required to conduct in a way that does not promote violence or riots. Also, they must not breach public order.

Furthermore, no protester shall threaten or harass law enforcement officials or any members of the public who are not participating in the demonstration.

They ought to let the police know that they plan to use this right as well. The timings must also be known to the police.

To provide security and maintain law and order, police must also be aware of the routes that the demonstrators plan to take during the demonstrations.

“They must also follow any other guidelines or law enforcement officers to ensure they are protected from non-protestors or infiltrators,” he stated.
