The Senate has impeached Robert Monda, the deputy governor of Kisii County.On Friday, March 15, at one in the morning, senators voted to impeach the director general. In their vote, the majority of the senators supported the Kisii County Members of the County Assembly’s (MCAs) decision to remove him from office.
The Deputy Governor was charged with criminal activity under national law, egregious misbehavior, and abuse of position in violation of the Constitution.
Here is how 43 Senators voted on the 4 charges;
1.Gross Violation of the Constitution: Ayes – 39, Nays – 3, Abstentions – 1.
2. Abuse of Office: Ayes – 39, Nays – 3, Abstentions – 1.
3. Gross Misconduct: Ayes – 35, Nays – 7, Abstentions -1.4. Crimes Under National Law: Ayes -32, Nays – 10, Abstentions – 1.
Main Accusation
The primary charge in the impeachment process was the allegation that the DG was paid Ksh800,000 in exchange for securing Dennis Mokaya’s employment. Mokaya disclosed to the senators during the proceedings that the bribe was intended to make it easier for someone to get hired by the Gusii Water and Sanitation Company Limited (GWASCO).
The middle-aged man continued by saying that his family was impacted when the DG was unable to get him the job.
“My spouse did not have an easy time. She had been trying for a child for twelve years when she became pregnant, and she had miscarried,” he said. Additionally, it was alleged that the DG intimidated his brother with his office.
What Next
Following the impeachment of Monda, Kisii Governor Simba Arati will be required to nominate a new deputy within the next 14 days.The nominee will then be considered by the County Assembly within 60 days.
