Former Treasury CS Rotich Turns Down Ruto’s Appointment

Henry Rotich, the former secretary of the Treasury Cabinet, declined President William Ruto’s offer to take a senior advisory role on fiscal affairs and budget policy on Friday.According to reports citing the former CS, he was more interested in seeking a job at the Central Bank of Kenya, an organization housed inside the Ministry of Treasury, where he had previously held a position.

Rotich served as the Assistant Director of Economic Affairs for 12 years, from 1994 to 2006, at the Central Bank of Kenya.Rotich was named Senior Adviser on Fiscal Affairs and Budget Policy by Felix Koskei, Head of the Public Service, in a letter dated Thursday, February 8.

As part of his new position, Rotich was supposed to counsel the president on matters pertaining to public finances and economic management.He was supposed to take Kamau Thugge’s place as the governor of CBK. Before being transferred to CBK in 2022, Thugge served as senior advisor.

Before taking the helm of the Treasury’s macroeconomics department in 2013, Rotich became the Cabinet Secretary.Two months after Rotich was found not guilty in the Sh63 billion Arror and Kimwarer dams controversy, Ruto was appointed.

In the Ksh63 billion case, Rotich was found not guilty in December of last year by Magistrate Eunice Nyutu due to insufficient evidence.Despite rumors of improper offshore payments to an Italian insurance company involved in funding the dams, Rotich and other authorities denied any wrongdoing.

“All the accused persons in this case are hereby acquitted under Section 210 due to lack of evidence as a result of the reckless dereliction of duty by the prosecution,” Nyutu said.Rotich’s employment as the Treasury CS came to an end when he was fired in January 2020.
