In Kenya, teachers working in primary and secondary schools will have to participate in ongoing professional development courses. Furthermore, a practising certificate will be a prerequisite for all Teachers Service Commission (TSC)-registered tutors.
To change the Teachers Service Commission Act of 2012, this is stated in the Teachers Service Commission (Amendment) Bill of 2024. The two certifications, according to the Bill, are a part of the Commission’s objective to take all required actions to guarantee that those working in the teaching service adhere to the teaching standards.
Part of the Bill states that a teacher is barred from teaching if they do not complete required continuous professional development programs or obtain a practicing certificate. TSC will be the only one in charge of contacting different parties in order to provide the two certificates.
This will be through entering into agreements with academic institutions, bodies, departments or a government agency towards offering the certificates. “The Commission may appoint an agent or designate a member or staff of the Commission who may enter any educational institution and make an enquiry in that regard,” TSC explained further.
TSC will create regulations to better implement the aforementioned additional academic criteria after the Bill is ratified into law. Teachers who complete continuous evaluations and practice certifications will be rated according to a predetermined appraisal system in order to guarantee the highest possible standards of instruction.
TSC will also create and carry out a capacity-building program for all certified teachers. This will give teachers the information, abilities, and tools they need to improve their performance, output, and professional development.
