After several meetings between the two opposing groups, the National Dialogue Committee decided to establish the offices of the Prime Cabinet Secretary and opposition leader.
Aside from the two-thirds gender rule and loyalty to political parties, the team, led by National Assembly leader Kimani Ichung’wah and his Azimio colleague Kalonzo Musyoka, also reached consensus on other topics.
The job of opposition leader has been the focus of discussion in the past, with President William Ruto declaring his willingness to establish the position by parliamentary action in order to strengthen the opposition’s watchdog function.
The creation of monies for the Senate Oversight Fund, National Government Affirmative Action Fund, and Constituency Development Fund is the last problem.In a statement, Senate Majority Leader Aaron Cheruiyot, a member of the Kenya Kwanza bipartisan team, expressed satisfaction with the enormously significant progress the Dialogue Committee has made.”The meeting with our Technical Teams has reported significant progress by providing an agreeable set of agenda from both teams.”

On August 16, 2023, Members of Parliament directed the bipartisan team to report to President William Ruto and Opposition leader Raila Odinga within 60 days.The committee, however, did not agree on some issues including the cost of living, restructuring and reconstitution of the Independent Electoral and Boundaries Commission (IEBC), audit of the 2022 elections, and inclusivity in public appointments among others.
The IEBC selection panel’s agenda and the audit of the 2022 General Election are only two of the contentious subjects that the Committee has been having public hearings with a small group of stakeholders to examine.These include, among others, the working group on the two-thirds gender rule, the IEBC selection panel, and former IEBC commissioners. Before the end of October, the team will deliver a thorough report after the conversations.
