As of June 30, only 20,055 of the 46,926 elementary and secondary school teachers who requested to be sent back to their home counties have actually received that request.
According to Mr. Machogu, the Teachers Service Commission (TSC) would ensure that the station the teacher is leaving has a suitable replacement and that the station to which the teacher has applied for transfer has an opening. This was stated last week when appearing before the Senate.
This would enable the commission to ensure that teachers are used effectively and equally across the country for the benefit of all children. The transfer policy has already been modified. Senator Samson Cherargey of Nandi asked him about the delocalization plan, and he responded that it was no longer in effect.
According to Mr. Machogu, in order to fulfill its obligation to transfer and post teachers, the TSC must ensure equitable distribution and optimal utilization of teachers in all public basic education institutions to ensure that learners throughout the country have access to quality education as required by Article 43 of the Constitution.
The CS claims that TSC employed delocalization—in which teachers were transferred to schools outside of their hometowns—to promote national unity and cohesion, prevent managerial conflicts of interest, and address teacher shortages in particular areas of the country. If teachers want their transfer to another institution to be taken into consideration, they must file a request. The CS noted that teacher transfers across institutions will be governed by the need for equitable distribution and the optimal utilization of teachers.
The existence of openings at the proposed station, the need for replacement, the present staffing standards, medical concerns, or other elements that the TSC may take into account are additional requirements. After a teacher asks a transfer to the county of their choosing, the CS indicated that it is the responsibility of TSC to ensure that there are enough openings, replacements, and a personnel balance across the country before the transfer is approved. This is intended to prevent large teacher transfers from one station to another, which could harm students by interfering with classroom instruction.
